To achieve what you described, you would need our Product Levels add-on.
With it, you can, for example, convert the single item to a BOM product and make it sellable. And, thereafter, link that product to the case in the right proportion.
Also, make sure the BOM Stock Control option is enabled from ATUM Settings >> Product Levels. This will make that when there are not enough single-item units to produce a case, the case will be out of stock automatically.
