Region restriction Orders reduce wrong inventory

I've set up region restriction correctly on my inventories but the stock is reduced from the wrong inventory.

Inventory A has 100 stock, and B has 20.
When I go to the checkout, I use the region that applies to B and complete the order. The stock is reduced from A instead of B. Shouldn't it be B?
