Hi how employees can place purchase orders but not post until admin approve it? or other ideas like that we want post purchase order but after go to post we neeed approve it

In Purchase Orders PRO, you have the requisition field that was added for that purpose. So, the employee can create the PO but the supervisor must approve it before continuing.
